Our Structure

Stanwell is a Queensland Government Owned Corporation, formed on 1 July 1997 under the Government Owned Corporations Act 1993 and registered under the Corporations Act 2001.

We strive to strengthen the financial and operational performance of our existing business, as well as use strategic investments and environmentally responsible energy solutions to build value for our Shareholders.

    • Graham Carpenter

      Graham Carpenter

      Chair

      Graham Carpenter Mr Graham Carpenter is a chartered accountant who has held a number of senior executive positions including Partner in chartered accounting firms, Auditor-General in the Northern Territory, and senior positions with Victorian and Queensland Treasuries.

      Mr Carpenter brings expertise in the areas of corporate governance, financial management consulting, accounting, audit, risk management and performance management. He has a depth of experience in infrastructure management.

      Mr Carpenter is Chair of the Audit Committees of South Bank Corporation, Queensland Police Service, Urban Development Authority and Scenic Rim Regional Council. He serves on committees for the Local Government Association of Queensland, Office of State Revenue (Queensland Treasury), Department of the Premier and Cabinet, Griffith University and Construction Skills Queensland. Mr Carpenter provides consulting services to BDO Kendalls where he previously was a Partner.

      Kym Collins Kym Collins was appointed to the Stanwell Board on 1 July 2011. Prior to this, she was a director of Tarong Energy since July 2005. Kym is an electrical engineer, experienced in project management, control and energy engineering in the commercial construction industry.
    • Graeme Crow SC

      Graeme Crow SC

      Graeme Crow SC Graeme Crow has recently been appointed Senior Counsel by the Chief Justice of Queensland. Graeme has practised as a barrister in personal injury, commercial and estate litigation for 19 years. He currently holds appointments as a panel barrister to WorkCover Queensland, Suncorp and several other major insurers and a large international mining corporation.

      Prior to his career in law, Graeme worked as an accountant with Coopers & Lybrand Brisbane before taking up an appointment as a Judge's Associate.

      After completing his Bachelor of Commerce in 1987, Graeme worked as a tutor in financial and managerial accounting and law at The University of Queensland and Queensland University of Technology. He also lectured and tutored in commercial and corporate law at CQUniversity.

      Graeme is currently the Chairman of the Rockhampton Leagues Club Ltd and a director of Ladregis Pty Ltd.

      Ann Fitzpatrick Ann Fitzpatrick has been a practising lawyer for 25 years and was a partner of McCullough Robertson for 10 years, where she specialised in employment and industrial law.
    • Russell Kempnich

      Russell Kempnich Russell Kempnich has more than 30 years experience in coal resource evaluation, process plant design, construction and commissioning gained both in Australia and internationally. A founding partner and non-executive Chairman of Sedgman Limited, Russell led the organisation's growth from a consulting and engineering firm to a market leader in coal preparation, design and construction. He was also responsible for the expansion of the company's operations internationally.

      Russell commenced his career in 1977 as an engineer with the Australian Coal Industry Research Laboratories where he was responsible for the coal preparation pilot facilities at Maitland, NSW.

      Julie A Leaver Julie Leaver has extensive financial expertise gained through her former executive roles in the telecommunications and mining industries as well as various board positions. She has worked in Companies listed on the ASX, the US SEC and with State and Federal Government Owned Corporations.

      During her 10 years with Telstra Corporation, Julie had responsibility for the Group's financial reporting requirements in Australia and the US. She was the Telstra Group coordinator of the US prospectus for T2, the second tranche of the sale of the Federal Government's interest in its ownership of Telstra.
       
      Julie's experience extends to 15 years with former mining group MIM, including five years in Mount Isa, and membership of the Australian Accounting Standards Board (AASB).

      Stephen Rochester Stephen Rochester was appointed as a director of Tarong Energy on 14 April 2011. He has more than 35 years experience in banking and finance, and is currently the Chair of the Queensland Treasury Corporation after 19 years as its Chief Executive Officer.

      The Hon. Rodney Welford Rodney Welford is the Managing Director of Integrated Resource Planners and Chief Executive of the Australian Council of Recycling Incorporated. He was a former Queensland Attorney General and Minister for Justice and over time held the Ministries of Education and Training, Arts, Environment and Heritage, and Natural Resources.

      Acting Chief Executive Officer

      Richard Van Breda Richard was appointed Acting Chief Executive Officer (CEO) in January 2012, after Helen Gluer took a leave of absence from her position as CEO of Stanwell to accept a secondment to lead the transition of the Health Corporate Services Authority at Queensland Health.

      Richard joined Tarong Energy in the role of Chief Financial Officer in April 2008 before being appointed in the position at Stanwell in July 2011.

      Prior to this, Richard was a partner with Deloitte, Zimbabwe and subsequently spent three years with a major mining and manufacturing company. During this time he was responsible for the treasury, financial management and reporting of a number of public companies.

      Richard is a skilled finance professional, with hands-on management experience in corporate and professional business entities. His areas of expertise include financial and management accounting, strategic planning, accounting standard interpretation and implementation, taxation management and planning, treasury management, project analysis and capital allocation.

      Chief Executive Officer

      Helen Gluer Helen Gluer has taken a leave of absence from her role as Chief Executive Officer at Stanwell.

      In January 2012, Helen accepted a secondment to take up the position of Acting Chief Executive Officer of the Health Corporate Services Authority at Queensland Health.

      Appointed as the interim CEO at Stanwell in April this year, Helen effectively led the merger of Tarong Energy, the former Stanwell and the transferring CS Energy assets into the new Stanwell.

      With a diverse career, Helen has 25 years experience in banking, finance and infrastructure. She commenced as the Chief Executive Officer of Tarong Energy in January 2007. Before this, Helen was the Chief Financial Officer of Brisbane City Council.

      Helen is currently a Council Member for the Queensland University of Technology, is a Trustee of the Lord Mayor's Community Disaster Relief Appeal Fund and has directorships with the National Generators Forum. Helen was previously the Chair of the Central Queensland Ports Authority. Her other previous directorships have included the Queensland Resources Council, Translink Transit Authority, City Super Pty Ltd, the South East Queensland Water Board and Brisbane Airport Corporation.

      Executive General Manager Marketing and Trading

      Jackie Barber Jackie has more than 18 years trading experience in deregulated electricity markets: first in the UK where she worked for Powergen Plc Ltd and in Australia for ETSA Power Corporation where she helped to establish an electricity retailing business in New South Wales.

      Jackie joined Tarong Energy in May 1999 where she led the Energy Contracting team responsible for optimising Tarong Energy's gross margin and providing stable cash flows for the generation portfolio. In July 2011, Jackie was appointed Executive General Manager Marketing and Trading for Stanwell.

      Chief Operating Officer

      Wayne Collins Wayne Collins has worked in the electricity industry for 31 years in a variety of engineering, managerial and business development roles, principally associated with power generation. 
      Wayne has been a senior executive with Stanwell for 13 years, with previous management roles in business services, asset management and technical services, business development and operations.
      In July 2011, Wayne was appointed Chief Operating Officer of Stanwell, responsible for managing the organisation's plant operations, as well as health, safety and environment for the entire business.
      Wayne is a member of the Audit and Risk Management Committee (ARMC), Capricorn Tourism and Economic Development Limited (CTEDL formerly RRDL) and the Compliance Committee of Capricorn Diversified Investment Fund.
    • Jenny Gregg

      Executive General Manager Human Resources and Stakeholder Engagement

      Jenny Gregg Before commencing with Stanwell in July 2011, Jenny was with Tarong Energy in the role of General Manager People and Communications since September 2008. Prior to this, Jenny worked for more than six years at SunWater, holding the position of Manager Human Resources and Acting General Manager Corporate.

      In a diverse career, Jenny has gained experience in the utilities, human services and health sectors both in line management and within the human resources field. Previous roles include State Manager (Queensland) and National Manager Human Resources for a national provider of professional human services.

      Michael O'Rourke Michael has worked for Stanwell since 1998, initially as Legal Counsel and then as Company Secretary/Senior Counsel. In September 2007, Michael was appointed General Manager Corporate Services (and continued as Stanwell's Company Secretary/General Counsel). As General Manager Corporate Services, Michael was responsible for the secretariat, legal, internal audit, corporate communications, insurance and quality teams.

      Executive General Manager Integration

      John Williamson In July 2011, John was appointed Executive General Manager Integration for Stanwell. In this role, he is responsible for the coordination of Stanwell's integration issues arising from the restructure of the three predecessor government-owned electricity generator corporations.

      John originally commenced as General Manager Corporate Governance of Tarong Energy in May 2007 where he was responsible for the secretariat, legal, risk management/compliance, and internal audit functions.

      Prior to joining Tarong Energy, John consulted on corporate governance and commercial matters for a range of clients. Other previous roles include Group General Manager Corporate Services and Company Secretary for Grainco Australia, and various senior management positions at MIM Holdings.
